The Health, Safety and Environment (HSE) Technician is the focal point for safety and environmental information, documentation, training delivery and reporting for the Repsol Woodlands office. The candidate must be adept in generating and maintaining S&E documents, coordinating S&E service commitments, maintaining record keeping systems and S&E related I.T. Applications. Demonstrated expertise in the coordination of HSE training program delivery and knowledgeable of applicable Federal (OSHA, EPA), State (Texas, OK, AK) and other US Oil & Gas Exploration and Production regulatory statues are an asset. Individuals are expected to work interdependently within a team-based organization and respond positively to all inquiries regarding Repsol's HSE Program or Management System.



  • Focal point for HSE training from delivery of employee or contractor S&E orientation including E-online, In-house facilitated, and outsourced S&E programs such as Driver Safety. Track employee/contractor S&E training and prepare reports for managers to ensure training compliance.
  • Maintain Safety and Environmental Management System (SEMS) documentation, including internal and external independent audits related to regulatory compliance, analyze S&E data systems for trends and improvement areas, and report on key performance indicators (KPI).
  • Maintain Calendar of HSE activities ( JV audits, Emergency Response Drills, HSE Learning Coffees, Hot Topics) in annual action plan objectives and associated activities.
  • Provide utilization assistance for Safety & Environment Application(s) and reporting support to professional staff, project teams projects and program assignments.



  • Focal point for HSE Program delivery activities related to Houston office.
  • Business acumen to coordinate the  USBU S&E Expense & Investment budget for multiple departments.
  • Contract Coordinator for Houston office 3rd party S&E Services.
  • Champion the use of Repsol’s S&E digital tools such as SYNERGI, that support of S&E Functional work process to other departments aspire to the Super-User status.
  • Willing to fulfil support roles as member of Repsol Houston office Incident Management Team.
  • Understanding of applicable legislation (international and local), including US Industry codes and standards incorporated by reference.
  • Focal point for continuous improvement to S&E policies, development of S&E procedures or guidelines, and providing S&E training scheduling.



  • Post-secondary education or equivalent certifications in Health Sciences, Industrial Safety or Environmental Science.
  • Background in US OSHA, EPA and offshore regulatory reporting compliance.
  • Ability to plan, direct, and coordinate program and administrative activities of a complex, interrelated, and interdependent nature, where unknowns and numerous contingency factors are involved.
  • Ability to work in fast-paced high volume operations environment.
  • Must be self-disciplined and self-motivated.
  • Good verbal and written presentation abilities. Good organizational and communication skills.
  • Competency in MS Word, MS-Excel, and Power Point.
